Holly, Ph.D. was developed as part of an effort to understand both losses from extreme events and the processes associated with recovering from those losses. The nascent idea came from the authors’ observation that many small businesses in communities that suffer disasters fail financially as a direct consequence of the event, even though they suffered absolutely no physical damage from the event.
